Process phases

    Proposals

    The proposal phase is the time to think about which proposals citizens would invest 50,000 euros of the municipal investment budget. For 90 days the proposal collection phase is opened for residents to make their contributions. Remember, the objective is to improve knowledge about Emerging Human Rights. To do this, proposals are needed to communicate and train citizens on Human Rights.

    Priorization

    For 30 days all citizens over 16 years old, registered in the city, may support the proposals submitted in the previous phase. Each citizen can give a maximum of 3 supports. The 6 proposals that have obtained more support will go to the next phase of evaluation.

    Between the proposal and support collection phases, the General Assembly of Human Rights committee will carry out a pre-evaluation and pre-validation of the citizen proposals with the aim of discarding those that do not meet the established technical criteria and therefore would not pass the technical validation phase.

    Technical validation

    The proposals of the citizens that have passed the previous phase will be technically evaluated according to the established criteria:

    • Being a city-wide project
    • Being a municipal competence
    • Be technically feasible
    • Be economically viable, according to the investment budget allocated
    • Respect the existing legal framework

    The Committee on Participatory Budgeting will prioritise which of the proposals that have passed the technical validation will be those that will be voted on by the public. The decision will be taken on the basis of the following criteria:

    • Global perspective of the city
    • Territorial balance
    • Sector balance
    • Number of population affected
    • Impact of the project on the community
    • Positive impact on vulnerable groups
    • Gender impact
    • Need for action in social and environmental terms

    Vote

    Once the proposals have been evaluated and prioritized, the citizens will be able to decide which of the total proposals they consider should be incorporated into the municipal budget. They may choose as many proposals as they wish, as long as the sum of their amounts does not exceed 50,000 euros.
